General Statement of Duties

Installs, maintains and repairs central office equipment and auxiliary equipment, located in the host and remote switching sites as well as the satellite farm, under general supervision.


Typical Duties and Responsibilities
1.     Installs central office and auxiliary communications equipment. Inputs translation changes in the switching system databases.  
2.     Maintains
and repairs central office equipment, communications services and auxiliary equipment. Trouble shoots to identify faults, then implements repair.
3.     Maintains communications equipment and analyzes operational malfunctions using standard and/or specialized electronic test equipment.
4.    Answers trouble calls, analyzes problems and takes corrective action. Works with interconnection carriers to test, repair and document all trouble and order activity.

5.    Works standby duty on a regularly scheduled rotation basis with other central office staff.
6.     Installs necessary connectivity to provide access to toll and special circuits as well as to provide service to meet the customer’s communications needs.
7.    Carries out the preventative maintenance program for central office equipment.
8.    Monitors the status of system flows to identify areas where adjustments in capacity and/or enhancements may be needed.
9.    Keeps the central office sites neat, clean and safe for work.
10.    Maintains and ensures the proper working order of all central office computer applications and hardware equipment.
11.    Responsible for maintenance of assigned vehicle(s).

12.   Performs scheduled maintenance and system upgrades during the maintenance window when applicable.
13.    Maintains the E-911 equipment as well as coordinates installation and maintenance with PSAP providers and associated connecting companies.

14.    Performs other duties as assigned.


Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

1.    A Bachelor’s Degree or Associates Degree in a related field or an acceptable combination of education and experience in the functions of communications equipment installation, repair and maintenance or experience in telephone/broadband central office.
2.    Experience in IP communications, addressing and networking.
3.    Employee must possess knowledge of electricity and electronics.
4.    Employee must possess knowledge on communications practices and procedures.
5.    Employee must possess knowledge of troubleshooting techniques and methodology.
6.    Employee must possess the ability to read and interpret schematics and blueprints and operate test equipment.
7.    Employee must possess the ability to use various kinds of mathematics necessary in communications systems, including algebraic formulas, truth tables and logic.
8.    Employee must understand IP communications, addressing and networking.
9.    Employee must possess the ability to maintain effective working relationship with Utility employees, officials, and the public.


Language Skills

  1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos.

  2. Ability to effectively communicate both written and verbally.


Certification, Testing and Examination

  1. Possession of a valid driver’s license.

  2. Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.

  1. While performing the duties of this position, the employee works in an indoor office environment. Occasional exposure to outside weather conditions when traveling between various company locations.

  4. The noise level in the work environment is usually minimal.
