General Statement of Duties
Under the direct supervision of the Managing Director of Information & Operations Technology, this position is responsible for providing computer support to end-users on a variety of computer systems, software and hardware. This position also provides technical assistance with software and hardware support by installation, upgrades, troubleshooting problems and guiding users. This position assists other Information Technology staff in departmental projects. Position must represent Brookings Municipal Utilities in a professional manner. Position must maintain a very high level of attention to safety rules and policies established by Brookings Municipal Utilities. Position must support the mission statement of Brookings Municipal Utilities in serving our customers with reliable services in a prompt and courteous manner.

Typical Duties and Responsibilities
  • Provide exceptional customer service to end-users in a timely manner while providing technical assistance and support on a variety of computer systems, software and hardware.
  • Assists with the processing of utility data associated in conjunction with billing cycle. Selects and loads input and output units with material to perform work assignments according to schedule. Maintains daily error log.
  • Maintains file storage and rotates files to safeguard back-up tapes.
  • Assists with maintaining inventory records of end user hardware, software, tools and related electronic equipment. Maintains sufficient supplies related to IT equipment and requests the purchasing of supplies as needed.
  • Assists with installation, maintenance, repair, training and support of hardware and software and security projects for network – servers and appliances.
  • Performs user setup and training to ensure understanding of acceptable use of company property and technology and to ensure proper installation of cables, operating system, and appropriate software.
  • Assists with the installation and support of LAN and WAN equipment.
  • Assists with the maintenance of network server hardware and software updates. Assists with back-up procedures to assure recovery of all files.
  • Researches, supports and responds to questions and concerns regarding software or hardware problems for general users.
  • Assists with the administration of the online end user security awareness and technical training platform. Provides training for general system users on a variety of Information Technology topics as requested.
  • Sets up and updates proper accounts, passwords, and access codes.
  • Follows established procedures to maintain computer security and confidentiality.
  • Works within a team responsible for the overall preventative maintenance of computer hardware.
  • Responsible for maintaining effective communication and relations with other employees.
  • Performs duties in a manner consistent with safe practices.
  • Pursue training and development opportunities to keep up-to-date technically and apply new knowledge.
  • Performs other duties as assigned.

Minimum Qualifications
To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience
  • Associate’s degree or equivalent in computer science or related field and one-year experience; or equivalent combination of education and experience.
  • Employee must possess knowledge of general office practices and procedures.
  • Knowledge of computer hardware and software. Must possess the ability to learn and implement new technology and platforms as required. Employee must possess the ability to plan and organize assigned work, review and analyze data, and assist in solving technical problems.
  • Must be able to prepare and maintain records to schedule operations.
  • Employee must have ability to type 50 WPM accurately.
Language Skills
  • Ability to read and comprehend simple to complex instructions, short correspondence, and memos.
  • Certification, Testing and Examination
  • Possession of a valid driver’s license.
  • Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.

  • Regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.

  • While performing the duties of this position, the employee works in an indoor office environment. Occasional exposure to outside weather conditions when traveling between various company locations.
  • Normal indoor conditions of heat, humidity and dust.

  • The noise level in the work environment is usually minimal.
