General Statement of Duties

Under the direct supervision of the Financial & IT Manager, this position is responsible for architecting and leading the implementation of various Information Technology (IT) and Operational Technology (OT) systems. Performing technical and administrative work to ensure operational excellence of the company’s technical infrastructure and for providing leadership and guidance to the IT department to ensure a high level of end-user support and satisfaction. Responsible for the development, coordination, implementation, and management of innovative projects that utilize technology to improve the effectiveness and efficiency of programs, policies, and services. Responsible for the design and implementation of cybersecurity programs and implementing technologies that protect against threats while supporting business objectives.


Typical Duties and Responsibilities

  1. Plans, organizes, directs, and oversees the work efforts of IT personnel. Assists with IT personnel actions such as hiring, training, promoting, disciplining or terminating employees.
  2. Collaborate with managers, supervisors, and employees across all departments to architect and lead the implementation of various system integrations.
  3. Provides functional leadership to IT personnel on developing and maintaining strategic programs, data analytics, innovation, cyber resiliency, end- user support and technical implementation activities. Ensure continuous process improvement, ongoing maintenance and improvement of security and compliance control systems and reporting.
  4. Oversees and coordinates data operations, business continuance and disaster recovery plans.
  5. Prepare and maintain policies, procedures and standards governing cyber and data security.
  6. Facilitate work sessions and coordinate work tasks with other departments and IT personnel to assist with operational decisions relating to information and operational technology selection, deployment and maintenance.
  7. Assist leadership in long and short-range strategic planning to develop plans for innovative technology solutions. Obtain and analyze information on capabilities of new and existing systems to mitigate security risks and ensure business continuance. Includes identification of processing needs, conducting software evaluations, and designing system configurations ensuring compatibly with other company applications and BMU’s information systems standards.
  8. Assess technology and information system training needs and recommends company sponsored training opportunities for IT personnel. Attends classes or seminars as required to stay current with the leading IT and OT security practices.
  9. Oversee the distribution of technical training to internal customers as part of an effective cybersecurity program.
  10. Responsible for maintaining effective communication and relations with other employees.
  11. Performs duties in a manner consistent with safe practices.
  12. Performs other duties as assigned.

Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience

  1. A Bachelor’s Degree in Computer Science, Information Systems, or other related field with related experience in innovative management, project management, supporting a multi-user, multi-functional data management system or any such combination of education, experience, and training may be considered. Prefer security systems certification(s).
  2. Ability to demonstrate critical thinking and judgment skills in the analysis of date, policies, practices, and operational issues.
  3. Knowledge of project management principles including the ability to plan, organize, schedule and delegate work activities.
  4. Knowledge of research, analysis techniques, procedures, and related reporting methods.
  5. Knowledge of leading information technology and operational technology security practices.
  6. Knowledge of business continuity, strategic planning and related practices.
  7. Skills and abilities in PC hardware maintenance, troubleshooting and repair. Considerable knowledge of Microsoft operating systems - server & desktop.
  8. Considerable knowledge of Microsoft Windows operating systems and Microsoft Office.
  9. Knowledge of servers and personal computers and networks. Knowledge of or the ability to learn established software applications and uses.
  10. Ability to plan and organize complex work, review and analyze data, solve complex technical problems and make sound policy and procedural recommendations.
  11. Ability to establish and maintain effective working relationships with management and BMU employees utilizing strong interpersonal and communication skills.

Language Skills

  1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos.
  2. Ability to communicate effectively, orally, interpersonally, and in writing.

Certification, Testing and Examination

  1. Possession of a valid driver’s license.
  2. Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.

  4. Regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.

Work Environment

  1. While performing the duties of this position, the employee works in an indoor office environment. Occasional exposure to outside weather conditions when traveling between various company locations.
  2. Normal indoor conditions of heat, humidity and dust.
  3. Position involves regular contact with other employees and members of the public.
  4. The noise level in the work environment is usually minimal.
