General Statement of Duties

This position is responsible for performing administrative and field work in planning, directing, supervising, and coordinating the construction and repair of the Utility electrical system, including overhead and underground electrical power lines and electrical substations. Analyzes the electric system to assess its condition and plan for future needs. This position reports to the Electric Department Manager.



Examples of Duties:

  1. Directs and coordinates electrical lineman and construction personnel in the day to day operation of electrical construction of overhead and underground power lines, substations and other electrical work.

  2. Establishes work procedures, schedules and assigns work, and monitors performance.

  3. Visits construction sites and inspects work for conformance to specifications and safety standards.

  4. Reviews work orders to verify specifications according to company requirements.

  5. Discusses electric utility matters with the general public and contractors; answering questions regarding service requirements, associated costs, equipment rental, and related matters.

  6. Assists in the design and planning for new construction projects, including, but not limited to, equipment requirements, sizing, and installation locations.

  7. Assists in the overall planning and layout of transmission and distribution lines and distribution substations.

  8. Studies job schedules and estimates worker-hour requirements for completion of job assignments.

  9. Prepares detailed bid specifications for equipment and materials, and facilitates the timely delivery essential to completing the assigned job.

  10. Assists with the preparation of the annual budget and cost analysis with respect to overhead and underground electric lines and related cost of equipment.

  11. Recommends or initiates personnel actions such as hiring, orientation, training, promoting, and termination of workers.

  12. Interviews vendors, determines products to be used, and obtains price quotations on items to be purchased for the electrical system.

  13. Conducts and/or schedules safety meetings and training classes.

  14. Reviews and directs the maintenance and upkeep of assigned vehicles and equipment.

  15. Performs other duties as assigned.


Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

  1. High School Diploma or G.E.D.

  2. Graduation from vocational/technical school preferred.

  3. Completion of an electrical apprenticeship program and considered an Electric Journeyman Lineman preferred.

  4. Employee must possess knowledge of electrical systems, electrical theory, and the operation of equipment used in the construction or repair of electric power systems.

  5. Knowledge related to the construction and operation of electric substations as well as the operation of SCADA systems is preferred.

  6. Employee must possess mechanical aptitude.

  7. Employee must possess knowledge of or the ability to learn the laws and regulations governing the operation of the electrical system.

  8. Employee must possess the ability to supervise and direct personnel, plan and organize work, review and analyze data and work situations.

  9. Employee must possess knowledge, skills and abilities to read and interpret blueprints and schematics, evaluate information to make decisions or recommendations, and establish and maintain effective working relationships with Utility employees, officials, and the public.


Language Skills

  1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos.

  2. Ability to effectively communicate both written and verbally.


Certification, Testing and Examination

  1. Possession of a valid driver’s license.

  2. Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.

  4. Specific vision abilities required by this job include close vision, color vision, distance vision and peripheral vision.



Work Environment

  1. While performing the duties of this position, the employee is frequently in an indoor office environment with occasional exposure to outside weather conditions.

  2. Normal indoor conditions of heat, humidity and dust.

  3. Position involves regular contact with other employees and members of the public.

  4. The noise level in the work environment is usually minimal with occasional exposure to loud noise levels.
