General Statement of Duties

Performs sub-professional engineering work of considerable difficulty in drawing of construction plans for public work projects under general supervision.

Typical Duties and Responsibilities

  1. Conducts various field work to support project design, construction, and operations.  This includes, but is not limited to, field and topographic survey, construction staking, and construction observation.
  2. Assist with planning, design and specification preparation, performing inspections, and administering contracts of various utility projects in the electric, water and wastewater departments.
  3. Prepares construction drawings for projects in the electric, water and wastewater or telephone departments, including plan and profiles and cross-sections.
  4. Prepare and obtain easements to protect existing and proposed utilities.
  5. Makes adjustments or changes on construction plans as necessary after utility installation to update maps.
  6. Maintains and updates utility maps and data.
  7. Records projects maps completed during the year.
  8. Responsible for maintaining effective communication and relations with customers while representing Brookings Municipal Utilities in a positive and professional manner at all times.
  9. Engage landowners, customers, regulatory officials, etc as required for special projects.
  10. Safely operates assigned company vehicle and ensures that it is maintained according to company specifications.
  11. Performs other duties as assigned.


Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

  1. High School Diploma or G.E.D.

  2. Graduation from vocational/technical school in engineering technology, drafting and design technology or other related field preferred.

  3. Employee must possess considerable knowledge of the methods, materials and instruments used in drafting, surveying, and construction of public work projects.

  4. Employee must have the ability to collect field data, reduce field notes, prepare detailed construction plans and conduct design work of considerable difficulty.

  5. Employee must possess considerable knowledge in the use of drafting and survey instruments.

  6. Employee must possess analytical ability to use most logarithmic, trigonometric, algebraic and geometric formulas and functions.

Language Skills

  1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos presented either written or orally.

  2. Ability to effectively present information in one-on-one and small group situations.

Certification, Testing and Examination

  1. Possession of a valid driver’s license.

  2. Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.

  5. Must be able to work in a field environment and have the ability to travel as required.

  6. Specific vision abilities required by this job include close vision, color vision, distant vision and peripheral vision.

  7. Excellent hand/eye coordination is required for this position.

  8. Frequently lift and/or move up to 25 pounds, regularly life and/or move up to 50 pounds, and occasionally lift and/or move over 50 pounds.
