General Statement of Duties
Responsible for organizing, coordinating and implementing a wide range of activities that support the mission of Brookings Municipal Utilities.  Communicate and develop relationships with BMU customers and community stakeholders.  Interact with Utility industry organizations, regulators and legislators.  Work with the BMU Management team on new business development, business retention, contract analysis, maintenance and negotiations.

Typical Duties and Responsibilities
  1. Direct the planning and management of internet/intranet websites, internal and external communications, and social media platforms.
  2. Serve as the spokesperson on behalf of BMU to the media, various agencies, organizations, customer groups and the general public.
  3. Develop and maintain key customer relationships.
  4. Identification of market opportunities and development through close customer involvement, researching and ensuring customer satisfaction and current needs are met.
  5. Develop, administer and provide leadership on cross departmental strategies to ensure future needs of our customers are met through strategic planning.
  6. Actively seeks opportunities to enhance customer satisfaction and customer's awareness of services provided by BMU.  Develop and implement opportunities to inform the public and key customers on the advantages, benefits, and services provided by their municipally owned enterprise.
  7. Actively seek or create opportunities to share BMU's commitment to our community through our mission to serve our customers with reliable, quality power, water, wastewater and communications products in an environmentally sensitive manner at competitive rates.
  8. Monitor and study trends within the utility industry at local, state and national levels.
  9. Participate as a member of the BMU management team as a business advisor.  Assist with efforts to retain business, develop new business and create/analyze business plans.  Assist with contract, analysis, maintenance and negotiations.
  10. Represent BMU at community and industry related events and tradeshows.
  11. Represents BMU in local government and civic organizations to establish community relationships.
  12. Lead BMU's efforts to collect, analyze and disseminate appropriate data to the public and across BMU departments.
  13. Research grant opportunities and lead efforts to complete grant applications that will assist BMU in our efforts to better serve our customers. 
  14. Maintain professional awareness of current technological advances to ensure that the most innovative, efficient, productive and cost-effective practices are in place.
  15. Performs other duties as assigned.

Minimum Qualifications:
To perform this position successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience
  1. High School Diploma or GED
  2. Graduation from college or university with bachelor's degree in Mass Communications, Journalism, Public Relations, Business Management, Business Administration or a related field or an acceptable combination of education and experience.
  3. Must possess knowledge or demonstrated the ability to learn utility practices and operating procedures.
  4. Must possess previous public speaking experience.
  5. Must possess the ability to conduct research, write, edit and illustrate material for publication.
  6. Must possess the ability to plan, organize and coordinate group activities and promotional functions.
  7. Must possess knowledge of project management techniques and practices to include the ability to organize, direct and lead multiple tasks of several work groups across the Utilities.
  8. Must possess the ability to create and assess business plans, understand, analyze and negotiate contracts. 
  9. Must possess knowledge of constructive problem-solving techniques.
  10. Must possess the ability to build and maintain working relationships of mutual support, cooperation, trust and credibility with co-workers, officials, media, and the general public.
Language Skills
  1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos. 
  2. Ability to effectively communicate both written and verbally.
  3. Ability to effectively communicate during public speaking events.
Certification, Testing and Examination
  1. Possession of a valid driver's license.
  2. Other such testing as deemed necessary by Brookings Municipal Utilities/Swiftel.

Work Environment
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position.
  1. While performing the duties of this position, the employee is frequently in an indoor office environment with occasional exposure to outside weather conditions.
  2. Normal indoor conditions of heat, humidity and dust.
  3. Position involves regular contact with other employees and members of the public.
  4. The noise level in the work environment is usually minimal with occasional exposure to loud noise levels.
