General Statement of Duties

This position is responsible for performing managerial level work in planning, organizing, directing and coordinating the operational activities of the Electrical Department of the Utility, ensuring compliance with State and Federal Laws and Utility Rules and Regulations, and maintaining operational efficiency and effectiveness. Provides administrative support and assistance to the Executive Vice President/General Manager.

 

Typical Duties and Responsibilities

  1. Plans and submits annual budget, including costs estimates for capital and operating expenditures. Also submits estimated revenue from sales.

  2. Plans and submits annual Capital Improvement Program.

  3. Meets with various city, state and federal agencies regarding the operations of the Electrical Department.

  4. Reviews rate structures, costs and other factors, which cause the Utility to be effective, efficient and financially sound.

  5. Recommends changes in operating procedures to the Executive Vice President/ General Manager. Plans methods and sequence of operations to facilitate modifications to systems.

  6. Exercises supervision over all Electrical personnel. Initiates personnel actions including hiring and performance reviews for all direct reports.

  7. Recommends training and development for all subordinate personnel.

  8. Develops operating plans and objectives and provides input on BMU plans and strategy.

  9. Prepares special reports as requested by the Executive Vice President and General Manager, and works closely with other managers.

  10. Analyzes current and past performance records and offers suggestions and recommendations.

  11. Confers with developers and contractors to discuss projects and proposed developments.

  12. Interact with customers, regulators and the public in a professional manor while promoting BMU’s mission.

  13. Performs other duties as assigned.

 

Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

  1. High School Diploma or G.E.D.

  2. Graduation from a college or university with a bachelor’s degree in electrical engineering.

  3. Minimum of 10 years experience in positions demonstrating progressively greater responsibility and substantial supervisory responsibility or an acceptable combination of training and experience.

  4. Must possess knowledge or demonstrated ability to learn the laws and regulations governing the operation of electric utilities systems and equipment.

  5. Must possess considerable knowledge of personnel management, supervisory and administrative techniques.

  6. Must possess the ability to supervise subordinate personnel in a manner conducive to full performance and high morale.

  7. Must possess the ability to establish and maintain effective working relationships with co-workers, officials and the general public.

     

Language Skills

  1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos.

  2. Ability to effectively communicate both written and verbally.

 

Certification, Testing and Examination

  1. Possession of a valid driver’s license.

  2. Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.

  1. While performing the duties of this position, the employee is frequently in an indoor office environment with occasional exposure to outside weather conditions.
